Otis Earl Hall was born on September 24, 1948, to the parentage of James (Jimmy) Hall and Mamie C. Hall.

 He was an active member of the church at Harris Chapel.

In 1986, Otis was united in holy matrimony to Barbara Jean Hall. He retired from Henderson Clay after more than 30 years of dedicated service. He also worked for Longview ISD.

Otis was preceded in death by both of his parents; two brothers, Jimmy and James; and two sisters, Myrtle and Lillian Jean.

Otis leaves his legacy to be cherished by his loving wife of 40 years, Barbara Jean Hall; four sisters, Juanita Hall of Henderson, Texas, Debra Bryant (John) of Albuquerque, New Mexico, Dorothy Fay Clark of Albuquerque, New Mexico, and Juanetta Gilliam (Robert) of Denver, Colorado; two brothers, Leslie Joe and Donald Wayne Hall of Henderson, Texas; and a host of nieces, nephews, other relatives, and friends.
